US and UK Establish Duty-Free Agreement on Medicines.

Britain and America have forged a significant trade agreement that will ensure no duties on UK medicine shipments entering the US market.

Key Provisions of the Deal

In exchange for the tariff guarantee, the UK has agreed to increase spending on drugs through the National Health Service (NHS). This pledge secures that import taxes on these crucial goods will stay at nothing for a timeframe of the next three years.

This deal is in response to previous warnings to significantly raise duties on patented pharmaceutical products, with figures floated up to 100%.

"This arrangement with the UK strengthens the international landscape for innovative medicines and brings much-needed equity to U.S.–U.K. pharmaceutical trade," a statement noted.

Economic Significance

Pharmaceuticals represent one of the UK's most significant goods shipped to the US, which is clearly the largest buyer for leading UK drugmakers.

Trade data show that in the 12 months to the end of September, the UK shipped pharmaceutical products valued at £11.1bn to the US. This value made up a significant portion of British export trade in that timeframe.

"This guarantee protects jobs, boosts funding and paves the way for the UK to establish itself as a international leader for biotech and pharma," the Business and Trade Secretary commented.

Detailed NHS Changes

The deal includes several specific commitments from the UK:

  • Revised Affordability Limit: The UK will increase the cost ceiling at which it deems new therapies to be too expensive by twenty-five percent.
  • Boosted Medicine Funding: There is a aim to raise overall health service expenditure on treatments from 0.3% of the national economy to 0.6% over the following ten-year period.
  • Payback Limit: The sum drug companies must return to the NHS to prevent overspending will be limited at 15%. Previously, repayments topped 20%.

Industry Background

The deal takes place against a long-running dispute between the drug companies and the British authorities over medicine costs and regulatory access.

These tensions were intensified by claims that American customers were charged several times more for the identical medicines than patients in the Britain and the EU.

Over the last 18 months, several significant pharmaceutical investments in the UK have been halted or cancelled, while substantial expansions have been directed toward projects in the United States.

One official acknowledged that the NHS needed to spend more on drugs, noting that its spending on drugs had decreased as a proportion of its overall budget over the past decade.
